It's called the GOH (Guard of Honour) March by the SAF Bands. Mostly played in accompaniment to the marching in of Colour Party and GOH contingents for ceremonial parades within the SAF and during NDP.

Don't try to compare National Service Drill with School Uniform Group Drill. Their timing is much more precise than you kiddo uniform group.
