Try the following ...on the mother board take out the "reset button" and the "power button" cables that are connected to the front panel of the computer case. (before that go to BIOS and set the computer to start by pressing any key on the keyboard)...try it then! ..it happened to me twice..the first time the reset button was broken..the second time the pc kept restarting...sometimes it started and shut down imediattly ...this time it was a short in the pannel..i removed both wires and works.
@dukesquiggles Ok..then try the following: remove you computer from the electrical socket then,on the motherboard ...remove both the power and reset cables coming from the power and reset buttons on the front panel of the case...then connect your power supply cable ...your computer should start and should not restart...tell me if that worked! :D
The CPU was overclocked for a while an none of the settings changed. I reset the CMOS and that didn't do it. I have it pinned down to the motherboard or the CPU now.
I had exactly the same problem as you are having. I tried to replace everything except the mobo and chip, nothing worked. Finally in desparation I decided to pull the fan to make sure it was seated correctly. I pulled it out and then pulled the chip (Q9550) and then saw the problem...a single pin on the cpu socket (closest to the bottom right corner) had bent. I gingerly (using a jewler's screwdriver and loop) bent it back into shape, reseated the chip and replaced the fan. Viola! It worked!
did you overclocked the cpu? try to put out the system battery and do a cmos reset with an jumper. you can find in the motherboard's book where is this jumper! i hope helped you :)

@xxxxvalentinxxxx How do you get to the bios to change settings if the computer only stays on for a few seconds, if that?
