Nice in my county in Jersey we can only use the horn when were behind a non-moving vehicle and can only pass on the left but not over the lines.. good job nice response time guys
EMS is a good precaution. Someone could inhale fumes, get fuel splashed in their eye, you could have a flash fire, rather overrespond than underrespond you can always make it into a quick training opportunity if nothing else maybe. Consult OSHA about all the latest doctrines regarding fuel spills. When I was in the Coast Guard there were plentiful regulations about spill response. Not much different on land.
Probably a chunk of metal flipped up from I-81 and put a small hole in his fuel tank. The driver probably didn't realize he had a leak till he slowed for the traffic light and smelled the fuel.

The fact that you have to stop at every red light is reatarded. I've never understood that. It slows response times.
