I disagree with the idea that,
"If people don't believe in the information being spread then it won't influence them"
What if for example group A pretends to be another group, group B which they do not agree with. And hands out propaganda pretending to be group B. The fact that people disagree with this propaganda influences them to be against group B.
Disagreeing with propaganda still has an influence.
The distinction is between affective and ineffective.

I disagree with your definition - it's much too broad. 'Spreading beliefs' occurs nearly every time I have a conversation with another human being, expressing preferences, sharing opinions, etc - would that not mean I was spreading propaganda by speaking?
Your definition renders the term almost moot. I define Propaganda (and so does my dictionary) as the spreading of information that is biased or mis-leading to promote a cause or point-of-view.

yes, ur definition of prop' is the same as their definition in this video. for eg, i'm talking to u now about this video to make u see my point of view. my opinion of this video is bias coz i've done a psych unit on prop' and the info that is in this video matches with what i have previously learned.
prob is broad. its not just the 'extremes' like nazi germany, but its also the education we get at school which is bias & mis-leading.

Every time we speak, we promote a point-of-view that is biased. Whether or not it's misleading depends on the individual and the context of the conversation. It's hard for humans (specifically because the way our minds work) to be completely objective, so the element of subjectivity will always interject into or ideas, thoughts and spoken words.

The term 'propaganda' today means only the spreading of negative beliefs, despite what the dictionary may say.
As you said, Govt.s had 'propaganda' departments before WWII, but now have 'information' or 'PR' depts. This is because of the very sick and racist propaganda produced by the Nazis, inextricably linking the term with negative connotations of belief manipulation.
I suggest you are incorrectly mixing together and need to rethink your definitions of propaganda, PR and advertising.
