Like I said, Ike JUST turned 7. Male orcas reach sexual maturity when they reach about 22 feet long, or between the ages of 12 and 16 years. His last known measurement was 13 feet so I don't think he's 22 feet yet, and even if his father had Ky at 8 it doesn't mean he can.

Reguardless another orca in got one of the other females pregnant at only 6 years of age, Orcas are like Humans they mature at different rates. Also most mating in captive orcas tend to be at night when they havent got a million and one faces staring at them and a bunch of noise around them.

I think they can mate some day... Ike is a male and Kiska is a female so this HAVE to happen one day also when they are even alone every day...
But I believe Kiska wouldn't mate with him because she knows what happens after a mate and she just lost Athena some months ago...

In any case, Ike is too young (he only JUST turned 7). Ike isn't even sexually mature yet (though he wishes he was).
From the video it doesn't even look like a successful mating, it looks like he's trying though and Kiska is turning away from him.
I'm not trying to be a downer or anything, it just doesn't look promising.
