Disney wanted the audience to despise Scar so much that they made a lot of references to Hitler in this scene. They had the hyenas march in the same "goose stepping" fashion as the nazis, and the lines on the ground at 2:05 are like the ones that were painted on the streets of Germany for the marches. In this scene, you also see them raise their snouts up toward the right at Scar as a sort of Nazi salute.

Scar is the king of all Disney bad guys. He is jealous of his brother so he does what anyone would do, he throws him into a wave of stampeding wildebeests so that he gets trampled to death. He then takes over the thrown and lets those damn hyenas roam free without check. When Simba returns to reclaim the thrown the place is in shambles and scar is lounging around without a care in the world. He also looks much cooler than the other lions; very dark and scary.

There very well could be some history behind why the hyenas aren't allowed in the Pride Lands. I also think you should keep in mind the whole problem that Scar faced as leader: there wasn't enough food to go around, resulting in the desolation of the Pride Lands.

He probably saw it as a possibility, but not an immediate threat. It would be pretty hard for anyone to believe that a close family member wanted them dead.
