They can, but it'll kill 'em. The thing with "chocolate" covered things is that there is actually very little chocolate in the coating. Mostly corn syrup and coco butter. That's why it tastes like wax. And why the dog was fine after eating it. That's not to say Moon Pies are good for dogs! They're actually worse for dogs than for people if you can believe that.
