1) It's meant to be a joke on the Pokemon Gijinka (personifications of Pokemon). Gijinka are usually drawn with some Pokemon parts (for example, Pikachu gijinka are drawn as humans with Pika's ears and a tail) The girl in the picture has a second Doduo head, a Pichu ear, and Bulbasaur's arm - among several other parts.

2) Similar to 1, it's just a funky combination of multiple Pokemon and a human drawn for humor.
