No, Rio is the city and it is close to the forest where Blu lives. As for the birds partying, they are not celebrating a birthday. I've visited several rain forests. In the morning when the sun begins to rise the birds begin to sing and chirp, the sound is deafening! The birds are welcoming the day and celebrating another day alive, because they have to stay in the trees at night for protection. This means they can't fly (no blood circulation) or look for food (hunger). They're happy.
