@boblee747 Work is one thing...exploitation is another. A government itself is just a series of laws....it's people that make it work or corrupt it. And people will always find ways to treat each other unfairly with or without power. This is just saying that a child should not be forced to do work that would be considered unsafe for an adult....and the government is really the only entity with the means and responsibility for making sure children aren't exploited.
