They do the same thing but in different ways. The turbochager is powered by exhaust which spools up the turbine with air power so it only works when there is a load on the car the amount of which varies on the size of the turbo. The load may not be enough until 3500+ rpms. This is known as turbo lag.
The supercharger is powered off of the engine crank so no load is required the engine just needs to be pulling. Put together you get boost throughout the revs with optimum performance.
