@KitThatKat He has the perk 'Grim Reapers Sprint'. It's a perk that you can get once your character reaches level 20. Any time you use V.A.T.S and kill a target while doing so, you will get all your spent AP back once you exit V.A.T.S.

If you need money just do the little moonbeams glitch. just before you go in the statesman hotel bring a fission battery. You dont need to sell all the guns but you give them a gun and can buy as much stuff as you want. also that glitch got me everything you can buy for your house and like 4000 10 mm rounds
