Aside from the fact that Zevran, Taliesen, the Sten and Duncan are all 'not white' there are 3 things I have to say about this:

1 The player is able to create a black character

2 There are quite a lot black characters running about

Plus, it's worth noting that Zevran said the lands to the south are really beautiful (especially his Antiva). So why migrate North where there's a threat of danger constantly and cold conditions and so on when you can stay somewhere beautiful?

its mainly because the dragon age games are loosely based on medieval europe (mainly england/france) cause theres a lot of documented evidence and such of that time, and the majority of myths and stories came from the medieval times, with the exception of ancient greece,ancient rome and ancient egypt. and not many black people are in medieval europe if you hadn't noticed : )
