It is saying by the signals of mobile devices in moving vehicles it can tell you the average speed of the vehicles on each road also compared to the road's speed limit. Implying what road is congested more than the other and what would be the best route. Helping everyone to even out traffic and keep everyone on the optimal road for travel at the optimal time. I really neat concept and could go far. But a lot of things could go wrong with it as well. Like stopped cars lowering the average.

The difference between cattle and us is cattle are forced to move by something behind them normally a dog and a cattle driver at the front.

This is something our own race has developed to improve daily transporation. It merely is an extra and it doesn't tell you where to go, it just tells you what way will be the fastest for you.
