Your detection meter goes up when your in LOS of your target, and goes down if you do any high profile action.

The detection meter goes up faster if your hidden, or if your close to your target (the inside portrait highlighting)

Being on the roof makes the bar fill up slower, and climbing the walls makes the meter drop FAST.
