The original is a Latvian song "Dāvāja Māriņa" (Mara has given) composed by Raimonds Pauls with lyrics by Leons Briedis. First performance at the 1981 "Mikrofona aptauja" by Aija Kukule (youtu.be/bxcfMuzlCBc). Then came russian version of song "Миллион алых роз" (Million Roses) with lyrics by Andrej Voznesenskij, witch is later translated to many other languages.

And, of course, the fact that Russian is a language spoken by millions whereas Latvian is dying out could not have played any part in Pauls's decision and the popularity of Russian translation (!)
