I'm not positive, but I'm not sure if Frank created Eddie. I think, I dunno, Eddie may have run into him one day, Frank was interested for a while, and then when he got bored he created Rocky and used some of Eddie's brain for him.

The plot is very vague, though, so I'm not sure. It might just be for the WTFness as well.

He found Eddie. He delivered pizza and when he fell for Columbia he ended up convincing Eddie to stay. He eventually pulled Eddie into doing things he didn't wanna do. When Eddie refused, he decided to use Eddie's brain to make Rocky.
