On the side of your track, you see how they're labeled "1, 2, 3,4.." etc?

Go to the little green thing that looks like a rectangle with two circles on the sides (on the track you wanna apply the effects to).

Pick the effects you want, mess around with it till you're happy, and click out.

The effect(s) should be applied to all of your clips :)

It's not an effect, but if you move to the end of the clip and hit Ctrl and move left for faster and right for slower :)

If you don't have Vegas Pro, you would need to upgrade to Pro.

Pro also has masking, but it costs to upgrade.
