@Circa9993 They use a Digitech Vocal 300 pedal. At least that's what I think Avey Tare's voice is going through. There's an effect on the pedal called "strobe" which you can hear being utilized here as well as on "Whaddit I Done" and "Mouth Wooed Her"...
@rdnzl23 im pretty sure they weren't using the digitech vocal things back in 2001, they used a lot of vocoders and processed the vocals through synths
@Circa9993 you might be able to get that effect with some tremolo pedals, or I think you could even run the mic through some synths to produce that effect, which is what I think Avey Tare might be doing. The effect's basically created by a square wave applied to the volume level.
