38 isn't a "very good" caliber, not the same penetration of a 9mm, or the stopping power of a 45.

The 357 mag was developed to substitute the 38, in order to help police against gangs who had better firing power.

To penetrate those jacket you have to use the 500SW, 454casull (not sure) or the 50ae.

The "rifle" is of course the main choice, it can penetrate almost every jacket, except the "Dragon Skin Body Armor".

Bullets work with high velocity and small mass. You would need something much more massive to create the momentum needed to knock back a person.
