I think she is able to manipulate peoples thoughts, and as Sephiroth even said once that he is simply following her will [I think he said something like that.] so that makes me think that she is able to manipulate their thoughts, which is why some go insane.
Actually if you look at Final Fantasy VII: Ultimania, they've cleared up something about Sephiroth and Jenova. Sephiroth is actually controlling Jenova.

~Zack and Cloud escaped afterwards and were chased by the Turks and ShinRa. Zack took a sniper shot at the end to save Cloud and was killed. That's why he wasn't alive in AC. Look on Wikipedia for anything else, okay?
Those are some of the major Turks that played important roles in Crisis Core and then in finding Zack and Cloud. They played an important role before the game events.
