@jeff9868 They tried to hold an $1800 payment I received a few years ago. The guy had left positive feed back and I provided them with the delivery conformation information and they still refused to release it. I had to threaten to call the police for them to release the funds. I quit using ebay and paypal because of that policy. By the time I finally got the money into my bank account it had taken over 40 days since I had received the payment.
