NEVER, EVER call Energy Burst cheap. It's downright broken. No other tech can compare to it's insanely broken self.  Then again, Maria is considered to be the BEST (or second best) character in the game.

Anyways, IMO Roe'd Pep has to be the most broken thing in the game. Energy Burst Maria can still get hit, especially on Galaxy where enemies won't just stand there taking hits.

Plus its HP damage is nothing compared to Dream Hammer, and seeing as bosses are generally far more susceptible to HP kills...

Peppita can't even get bloody hit, which gives her the edge over Scatter Beam in HP-kill brokenness.
