True. But remember that the Seventh Doctor is the least hesitant of his incarnations about using his innate psychic abilities, and (in the books especially) has some problems relating to others emotionally.
The sniper says "I can't", not "I don't want to." This is one of several scenes (and probably the best one) implying (or leaving space for inference) that Seven really doesn't have a problem _forcing_ beings into an action - albeit a peaceful one - through psychic power.
@TemDMindu I see it more as him using psychology than psychic abilities. The gunman was used to killing from a distance; to picking off abstract forms through his scope without ever thinking of them as human. He'd never had to look someone in the eye while he was killing them, and the Doctor knew it and used that against him.
Think about it, could you really shoot a man that asks you to in such a creepy dark voice? i certainly couldn't.
