I got her early on. I think you have to collect 5 of the runes in the game. Either Asgardian or M'kraan runes.

its m'kraan for jean asgardian is for thor

@VeryGamey M'Kraan isn't a rune :) And Asgardian Runes are for unlocking Thor. Gamma Regulators for Hulk and M'Kraan crystal's fragments are for Jean Grey.
