Its possible, but i doubt that its Diving because there is a Quest in Recipe for Disaster that makes you dive.

That boat is meant to go to an island north of Morytania and if you can go there is based on the kudos you've received from the museum in Varrock for cleaning rocks. (you can ask the people about it and they'll tell you, I've been waiting for it forever.) -ITS AN ENSURED UPDATE-

i found another clue, when you go into coporeal beast lair for a split second it flashed level 107 wild. why would that even be there unless they were developing something way out there?

nice evidence and ideas :) maybe when u build ur ship (building cannon mounts, ravens nest, etc) u get con and sailing exp and theres a mini game were u can fight with other ppl.. u know, a pirate battle? lol.. and the higher the lvl, the better cannons and cannon ammo u can use and increas the ships size and more stuff lol

It seems like a great idea, you could get a clan together, buy/rent a boat, and go on raid other ships or fight off enemies that could come onto your ship.
