I consider both to be a tribute. Iron Maiden has said before that they have tributed bands that have influenced them by incorporating melodies and/or lyrics in some way or the other. Children of the Damned should've been released 1983 though :p

Same thing with Metallica. Lars is a big Maiden fan and he's said that The Number of the Beast was one of the most influential albums for him. I doubt he would've missed that melody.

I listened through Jimi Hendrix song and some segments clearly sound like influenced from it. Though Maidens version does differentiate quite a bit in how that melody evolves, so to speak. I'm not a music professor or expert so I can just go on what I hear. I at least call it an influence and tribute :) Also Jimi Hendrix is listed as one of Maiden's many influences.

The fact that the intervals are the same means the chord progressions, written using the scale degrees represented by roman numerals (I thru VII) are the same or very similar. So it's like if you took a song and played it in a different key, it's still the same song, just played differently- that's why people think it's ripped off.

I think the one who made this video is deaf. Same chord progression indeed are similar but totally different sound. If you listen liberally, you will know that each music scale have distinctive sounds. Just by listening to a song, you will know what scale was used if you are a musician. The differences arise when they are given different interpretations.
