I'm very sorry, but to my knowledge there are no better videos of this event. The tape got damaged by the radiation from all the scilons in from of the building. Some other videos are better (also see the versions on Vimeo).

I can't speak a word of German but I'm pretty sure it goes like this;

From what I understand. She tells that drug dealers would not be invited to a conference on drugs, so it would be illogical to invite Scientology to this event. Also she says Sabine Weber (Scientology official) can't be in the audience because she didn't register property.
