Keep in mind that on NTSC, luminance, chroma, and audio are all on different carriers - some channels used to cut off chroma when they were broadcasting a black and white movie.
So, more than likely, whoever was doing this switch-off turned off luminance first - that also does sync for chroma (or he cut video all at once), then did audio later.
WCBS (our local CBS) seems to be running a zombie channel on analog - basically telling you how to get dtv.
