What happened to the "Emergency Broadcast System"?

@shilltheshillXXX the emergency broadcast system (or EBS later renamed EAS) was only on a televised program and only send very little emergencies including weather and civil emergencies. The EAS can send warnings of many different kinds from disaster to attacks to meltdowns Etc. that and unlike the EBS the EAS can send notifications to radios phones and other electronic devices besides televisions

so here what i understand: The Alert system will be a test but some will not get it, and they are saying that "old system" will not transmit the good signal ?? WTF ! imagine that some will be fucking freak out. This story is BS since the start.

Remember 911, london bombing and more, their is always a "test" in the same time.
