You should be able to play as Knuckles or Tails in all of Sonic's levels in a level select.

I think you mean the 2/3 - or second of three parts. You have this, running down the building (knuckles will just fall) and then dawn (the third part).

please did you try going to the second half of speed highway as knuckles when you put him in sonic's speed highway what happens at 1:57 If you keep going to sonic's going down section what happen after that please reply as soon as you can.

I couldn't go there normally, so I tried the memory editor. You start where sonic starts, but when you go over the glass, you just fall untill you hit the bottom and then go to the third part of speed highway =P
