Except "nigga" is sometimes used in the context meaning friend (for example, in Rush Hour where both Chan and Tucker used the phrase "what's up my nigga?"), whereas "nigger" with an er is always meant racially, not that I would ever use such a heinous word even in THAT context out of fear that the (potential) black man I'm saying it to in question would take it the wrong way.
