The color effects were most likely made with some other program.

lol, the color filter wasn't done in vegas. it was done with the in-game clip editor that comes with the pc version of GTA IV!

though there are ways to tweek the colors in vegas. Try the color corrector effect or something like that, and mess with the saturation. also the brightness/contrast effect can be used to saturate the colors further. (add a little brightness, then a lot of contrast AFTER you alter the colors with the color corrector or any other effect that messes with colors

I'm not sure what the effect is specifically called in sony vegas to saturate/change the colors, but if you just go into the effects tab and start trying them all, i'm sure you'll find what you need!
