No. Machiko Soga, the live-action actress who played Bandora (the character who would be called Rita Repulsa in Power Rangers) is the one who died. The voice actress who played Rita's voice is named Barbara Goodson. Soga is dead, having lost a long battle with cancer. Barbara is alive and well, and still doing a lot of voice acting for videogames and anime.
