  • The "ceramic heat conductor" as you called it is actually the cooling/heating device. It is called a Peltier device and it will cool or heat depending on the polarity of the DC Voltage applied. Alternately it is also a power generator. If you apply heat to one side or the other it will put out a DC Voltage on the leads. The blower would be just to dissipate the heat and allow the device to cool quicker and not overheat the surrounding plastic bits.

  • That looks like a Peltier Heat Pump system. If you put a voltage in it can cool or heat depending how it is made, or you can use them in reverse to produce a voltage from heat or cold. Interesting little devices. They are used on circuits to provide cooling to MOSFETs etc where space is tight.
