You must remember, those homeowners in HOAs pay property tax to the city and when an HOA becomes to burdensome with expenses to property owners the homeowners say enough and return back to the city the property they already pay the city to care for. The city is being paid by HOA property owners tax revenue and for the most part the city does not expend money for lawn cutting, watering and other things the HOA takes care of. People in HOA's can end the HOA as they are corporations under the law.

It is little wonder that people put homeowner’s association fees on the bottom of the list to be paid, they are so draconian and authoritarian in their enforcement of rules that they have made no friends. Prop 13 is ancient news, but at the time it passed the state was looking to homeowners for more and more income so that finally a rebellion occurred. Prop 13 has flaws that create inequity between new homeowners and old, so as time passes the disparity shows.

We have a homeowners assoc in our neighborhood which I never agreed with. The money has never benefited us by no means. I'm not sure if we will be able to pay this yr.
