Even if you burn the books and make writing similar book a capital offense there are enough insane people to find new ways to justify atrocities and gain followers because of it.
If you do social studies about culture you get an idea how powerful it is.
If you are born in a certain cultural environment it defines what you right and wrong is for you. Even if deep down inside something is wrong in that culture the whole society will press on to you like a vice until you conform.
It's easy to pass laws banning certain customs. It's impossible to change culture at a whim and you'll need a couple of generations to do that effectively.

Here's an example.
The Nazi regime was well underway in creating a new religion that would suit the Nazi ideology of Aryan Race purity.
From what I learned Heinrich Himmler headed that movement to shape a new Germanic religion complete with fake history.
If the Nazi Germany was permitted to exist for a longer time (Meaning WW2 hadn't broken out) it would have become a state religion.
