1)delay in work (computerized all department
2)no education among the people (people must learn some knowledge )
3)lack of monitoring (use cctv camera on each officer)
4)no fear of accountability (supervisor must be strict and responsible)
5)no patient in people (people must wait till their turn no)

Countless laws are useless if they dont have any teeth. Philosophy of cultural change stands ground when culture wants to change. There are ALWAYS bad apples that want to game the system. Its for them that new laws and regulations are designed.

Corruption is an issue. But, the reason for corruption is the system put by Britishers and given to Nehru as per Transfer of Power Act. Why is no one, except Baba Ramdev, talking about such a big deception - Transfer of Power Act?!

Let me ask you a question. Your country has a CVC, an anti corruption bureau and countless laws. You already have as more tools to battle this problem than many countries that are much less corrupt. Yet you seem to want more and more laws. What will one more law do when so many have failed before? Your country needs a cultural change, not another law.
