The thing about these restrictions is that mushrooms aren't all that difficult to grow, and from what my buddy has said, there is no smell when you grow them (unlike marijuana). This means that the local NL people who were growing before are still growing, still supplying their friends etc, it's just that people who aren't in the know won't easily be able to find a supply (tourists). Since the law only recently changed, I'm sure all NL know a guy who knows a guy...
