Don't wanne be rude, but I believe a "1111 Bits-signal" is number 15, knowing the first bit is: 1, second bit: 2 third bit is: 4 and fourth bit represends number 8, ...
So all together you get 15 as number, not 16.
You got 16 different values, because you got 15 positive and 1 zero-signal.
