2nd. very simple, Jeeps store the battery in the engine bay so that will still be fine. The horn switch is in the steering area, the horn is probably on a relay so only requires a tiny circuit to switch. So as the insulation melts around the horn switch and assosiated wiring, the circuit mates and breaks. Watch a few car fires and your see stuff like indicators and wipers going off.
