Yes, they are exposed.
The receiver, however is either placed in a watertight box or into a balloon, sealed with blutac and cable ties.
The SLA batteries are unharmed by immersion, due to their construction.
The servo boards are coated with a waterproofing compound.
Motors and servo internals tolerate immersion for short periods, and are rinsed with alcohol, blown dry and relubed.
