1) Make the cities stable.
2) Build at least 2 large military bases on the border of Iran and Iraq and send anyone that comes within 20 miles to muslim heaven.
3) Lay down the law to the elected government about what will and what will not be acceptable. Kill or remove any government officials (including religious leaders) that don't understand the new program.

The violence is down in Iraq and is going up the roof in Afghanistan. If we focus on Afghanistan to bring it back to normal we'd probably lose Iraq.. If we invade Iran we'd probably lose the other 2...Sooner or later America will realize there are limits to what it can do militarily.
