That's not how it works. This is the original version from the ROM, I'm sure. It's already as Genesis-like as you can get. All going to 240p is going to do is render it in a lower bitrate and make it sound like crap.

But it doesn't. It uses a lower sampling rate, a lower bitrate, and MP3 instead of AAC. I can hear the difference pretty easily, the 240p version has more audio artifacts. Genesis music was synthesized, the process of recording it and transcoding to MP3 is necessarily going to make it sound worse.
