Looks like it was recorded on a Philips VTR which had dreadful sync problems. Others may have not realised this but I could possible point you to an organisation who would transfer it for free. RSVP if it IS a Philips recording (the very, very old style with reels above each other.)
Do you still have the tape? I have access to a professional VTR (I work at a local TV station) where I can probably "fix" the vertical alignment issue.
As long as it's a VHS PAL, SECAM or NTSC, that is. We do not have VTR's for anything else.
That's Christine Webber reading the news, who later became a TV and magazine agony aunt (including 'TV Times' for a spell in the 90s). Gosh, wasn't she well-spoken in 1977? She sounds rather common now (search Youtube for more recent clips of her and you'll see what I mean!).
Who needs LCD displays when you've got a bit of square hardboard on a stick..
