it took a long time for cellular to really get off the ground, I mean it was first commercially available in 1984, but didn't really become affordable to the masses until the late 90s when AT&T Wireless came out with their Digital One Rate plan which smashed the old pay per minute model. Even then u didn't have widescale adoption until the early 2000s when handsets got cheaper.
and they also had alot more power (4 watts vs. today's .8 watts, i think) and besides, even in 1984 was a handheld motorola phone available, that was only the size of about 3/4 carton of cigarettes
