Going under the assumption that you're using a controller you would hold your analog stick to the left swing it downwards to the right so you do a 180. Do that twice in quick succession and right after the second time press all three punch buttons which I believe defaults to the RT (360) or R2 (PS3).

For those who do not understand Japanese culture, the laughing of children is commonly used when a person has a flashback about their life, usually just before their death. Hence why the children laughing can be heard after oni's ultra and Akuma's wrath of the raging demon technique.

Also his weird blabber in Ultra 1 is almost uncomprehensible.

In English

In japanese :

He obviously uses the terms "heaven" for himself and "earth" for his foes, to show there is a huge gap between them, and that they have no chance against him

@bozoxo33 Interesting. As I recall, 天 usually appears in his half human Gouki form after a super combo as a symbol of his hunt for divine power. Now that he has it, he uses heaven to refer as himself, even though he's completely possessed by his murderous intent, a power from hell. Street Fighter seems to have a greater and more metaphoric story than most people deem it to have. And those translators at Capcom ought to start giving more accurate translations...
