@ElfMagic42 That is the Moog MF-101 Lowpass Filter (Moogerfooger). As you can see, the Resonance control on the MF-101 is turned up full. The LFO in the MF-101 speeds up or slows down the pitch modulation of the resonance. It's an amazing pedal at a very reasonable price.
