The traps are for deer or other animals. It looks to me there has been a problem with animals eating the grass around the plots. The owners of the plots most likely bought carpets grass to place over the damaged grass the animal did. Carpet grass is square sheets of cut grass that is grown at a grass farm. The carpet grass can also be use in a cemetry to cover earth that has been turned over from digging a grave.
