This is Stevie's voice, there is no mistake about that. However, actually, do a bit of digging. Miley actually does sing this at a few concerts. She did pretty good with the song in my opinion, and I'm a die hard Stevie Nicks Fan (Stevie IS the Goddess of Rock).
